The first article that is taken from the New York Times under the head of “Study Now, Pay Later” was titled as “The Oregon College Tuition plan is a Desperate Measure for Desperate Times,” published on July 10, 2013 written by Barbara Dudley.  The article explains that a bill was approved by Oregon administration for allowing the students to attend their colleges free. The bill also states that the students could easily repay such amounts based on 3% of their earnings in future and the tenure of such repayments would be 20 years maximum. There are four states (New York, Vermont, Wisconsin, Pennsylvania and Washington State) in USA that have shown a positive response in “Pay it forward”, which means students are allowed to pay their college expenses in future while attending their classes without any cost. (Dudley)  

The analysis of the article states that students might get problems or issues in repaying the loan or debt amounts from their future salaries due to the massive increase in the interest rates. The viability of the repayment schedules would be dependent upon the income level or job perspectives of the students. The writer of the article wants its audience i.e. students and administrators of schools, colleges and parents to believe that the repayment of loans might not be viable for the students. The Oregon administration has passed a law bill or reform for allowing the students to attend colleges without any cost and pay the dues from their future salaries. The statement of the article, “Is this a viable way to pay for a college education?” is trying to investigate the pros and cons of students’ loans.
