Question #1: Politics-Administration Dichotomy: can partisan politics and administration really remain separate in public bureaucracies?

Politics-administration Dichotomy was an idea of Woodrow Wilson about public administration about the separate administration and politics in government. However, Woodrow Wilson throughout his life remains stick with his idea about separate administration and politics in government but controversially the idea imagine by Wilson and his supporters is neither possible nor practical in real bureaucracy. It is because we cannot separate politics from the process of policy implementation because the policies are defined by those who are by nature politics and it is also a fact that the defined policies are implemented by the political institutions. Therefore, partisan politics and administration cannot be remained separate in public bureaucracies (Uwizeyimana, 2013).

Questions #3: Explain the concept of picket fence federalism, using an example from local government in your city as model.

Answer: Picket-fence Federalism is a type of progressive federalism that engages in all level of government including local and national level and different level of government work together for various aspects such as health care, transportation, poverty and health. From the 1964, the picket-fence federalism has expanded the federal government role into the states. It is also called creative federalism because in the intervened of federal government, the grants that are given to the states and cities had to be utilize for particular intentions (Julia Levine & Yavorek, 2014).

One of the simple examples to understand the Picket-fence Federalism can be seen in California where federal agencies and state of California are working together to manage the Drought. According to news of 5th February 2014, California was suffering from worst drought in the states 160 years and to response this drought the federal and state government official are working together to minimise its economic, environmental and its social impact (USDA, 2014).

Question #5 A government official is faced with the dilemma of doing something for the public good that will have adverse consequences for the official in involved. Think of an example of such a situation and explain what official must do.

Considering the given scenario, a government official has been facing problems in a government bank as the public investment is not safe because of poor system of accountability. Focusing on the situation, the government official decided to improve accountability system at government bank. However in this apprehension, he has to introduce new technology that could monitor all the involved activities to provide maximum protection to the government property. On the other hand, the he has been facing problems resistance by the employees who are afraid of the change as they though they will not able to work with the advance technology because of not having enough work efficiency. Now the situation is that the government official has to improve accountability system in any way to provide protection to public property and he also has to go along with his experienced staff as they have the abilities to understand the work in well manner.

To manage this challenging situation, government official will arrange training program for the employees to enhance their efficiencies and then the required accountability integration will be made.

Question # 6: Can lying by a leader ever be justified by the arguments that it is being done for the public good? Is it ever acceptable for public administrators to “Dirty their hand” for the public good?

“Dirty their hands” for public good is well suited to justify those black men in public administration who resigned from their job to participate in a civil rights march led by King Martin Luther. Some of the government officials go against King Martin Luther and his cause as they believed that it is a violation of government rules thus they criticise those who left their government jobs to take part into the civil right march in Washington DC August 38 1963. People claimed that this march is an attempt to instable the peace situation within the cities as it is useless, waste of time and public resources. Later on it was realized by the those people who criticise the civil rights march and the supporter of King Martin that Washington march has played vital role in the American history to let the African-American to get their rights. Therefore, those government officials who resigned from their jobs and took part in the march, their act can be justified as “Dirty their hand” for the public good (Ross, 2014).

Questions #7: What is Public Administration? Are there any difference between public administration and public policy? If yes or no, discuss.

The term public administration is itself defining its meaning as it is a process to administrate of manages the public and public related affairs with a purpose to create values and ethical standards. On the other hand, if we define Public administration as an academic discipline then it is field of study that gives knowledge about the government policies and their ways to implement these policies and it prepares and civil workers to work for the services of public.

Moreover, when we define or discuss public administration in contrast with government, then the public administration is system that implements the government defined policies and manage public affairs.

On the other hand the public policy is define as the principles or regulations guidance defined for the administrative executives institutes of the government to take action with regards an issues in a consistency with the institutional customs and law (Hur, 2014).

According to the definition of the public policy, it is justified that the public policies are the way to administrate or manage the public therefore; it is a part of public administration.

However, the public administration is a systematic way of implementation of public policies to administrate and manage the public and public related affairs.

Therefore, it is said that public policy is itself a part of public administration whereas public administration is different than the public policy as it use the policies to manage the public and public affairs (Hur, 2014).

Questions # 9: What is the difference between a rational-comprehensive approach to decision making and an incremental model? Explain where the polis model, posited by Deborah Stone, fits into these two models.

Rational-Comprehensive approach for decision is based on step by various activities in finding a most effective alternative. It is based on step by step approach that is as follow:

At first stage the problem is defined so that it could be separated from the other problems. In the next steps the goals and objectives are defined along with their values. In the third step, the possible alternatives are considered. After that each alternative’s cost and consequences are formed in a list .For each alternative, the ratio of cost to benefits is calculated. In the following step the alternatives are identify by considering their maximum potential to achieve objective and gaols. Then, the alternative is selected with most efficiency to attain the goal and objectives. It is also a step based process of decision making. Decision makers intentionally avoid making radical changes to organization or policy as they may lead to suspect and eventual failure of severe change to be productively implemented (CSULB, 2014).

Incremental decision making model was first introduced by Henry Mintzberg and he defined this model on the base of Empirical research into decision making process of organization to introduced new products. They are usually tended to focus on short term conditions rather long term conditions (CSULB, 2014).
